Position Vice President Investment & Linkages Job Scope The Vice President of Investment & Linkages provides leadership, direction, and resource stewardship to the organization’s investment and linkages initiatives. The Vice President Investment & Linkages is accountable for JAMPRO’s overall investment and linkages performance, establishment of targets, and for aligning the investment and linkages objectives with the country’s national vision. Additionally, the Vice President is charged to: Expand and strengthen networks of key stakeholders to support the execution of promotional activities Lead on the development and implementation of sector promotional strategies to market and promote Jamaica as the ideal investment location Lead the development and implementation of initiatives to drive linkages between investors and local MSMEs Key Responsibilities The incumbent is expected to perform duties as necessary to effectively carry out their role.  These include but are not limited to the following: Provide leadership to the investment & linkages team while fostering a culture of accountability, professional development, high performance and ethical behaviour Devise and implement sector promotional plans for Jamaica as an attractive destination for investment, as well as, to identify, promote and convert investment opportunities across focus sectors Lead, organize and implement strategic multi-sectoral promotional initiatives locally or internationally Develop and implement strategic interventions to capitalize on investment and linkages opportunities Directly target potential investors and encourage them to do business in Jamaica Provide prospective investors with information on potential joint venture partnerships and business opportunities Advise the Government of Jamaica on sector developments and the required policy/ procedural reforms to facilitate growth in investment Foster linkages between local suppliers and local/foreign investors, in coordination with agencies or departments that support local businesses Keep abreast of developments in local and foreign markets to guide the development of new services and strategic initiatives Direct the development and implementation of monitoring and evaluation systems for projects and programmes Monitor developments in the energy sector and facilitate interest in investment for that sector Lead learning and development initiatives impacting the sales and facilitation team Work with the Vice President of Marketing and Opportunity Packaging in the development and promotion of marketing strategies to achieve investment and linkages targets, and particularly the development and promotion of packaged and bankable projects Work with the Vice President of Exports in the development and promotion of strategies to achieve investment and export targets Work closely with the Corporate Initiatives Department and the Management Information Systems Manager to ensure corporate and technology initiatives that will bolster performance are implemented Work with project owners to assess how they may access financing for their projects Interface with financial institutions to understand the engagement required to support the financing of projects and opportunities being promoted by JAMPRO Oversee the development and execution of promotional activities being undertaken in discrete sector areas Undertake human resource management activities in relation to direct reports, including but not limited to interviewing and selection, performance management and evaluation, training, coaching, disciplining and approval of leave for local and overseas based staff in accordance with Agency policies and procedures Develop and manage Divisional budgets as a part of the Agency’s corporate plan and budget, including oversight of required procurement activities Forecast and achieve annual performance metrics for the Division Participate in discussions at the Executive level that inform corporate decisions   Prepare monthly and other ad-hoc reports as required for submission to Board, President and other stakeholders Represent JAMPRO at local and international client or stakeholder meetings and other fora Perform other related functions as assigned by the President Qualifications, Experience and Key Competencies Advanced degree in Marketing, Management Studies, Economics or equivalent qualification/training Training and experience in project management and analysis Five (5) years’ related experience at a senior managerial level in a comparable environment. Job Scope To direct the financial, administrative services, and MIS functions of the agency and monitor controls and procedures to safeguard the Agency’s financial assets to facilitate proper reporting and recording. Key Responsibilities The Vice President is expected to perform a range of duties to effectively lead the Finance & Corporate Services Division. These include but are not limited to the following: Ensure the maintenance of adequate accounts and records covering all aspects of the Agency’s business transactions to enable timely and accurate financial reporting Develop and implement systems to effectively monitor corporate and divisional budgets spend and variances Ensure financial statements and management reports are prepared in accordance with relevant Agency Standards and Guidelines Undertake financial control of funds for project disbursements, as applicable Coordinate and manage organizational treasury management, cash flow and forecasting functions Oversee the execution of all the accounting functions of the Corporation, including the proper supervision of the accounting staff Liaise with the Auditor General and other government agencies as appropriate Coordinate and lead the annual financial audit process; liaise with external auditors and the finance and audit sub-committee of the Board of Directors on the overall audit process Respond to internal auditor’s report and implement recommendations Ensure that all financial matters are in accordance with legislation and statutory requirements and in compliance with standard ethical accounting practices Ensure that the procurement framework is vibrant and adequate, and that procurement processes are in accordance with the GOJ guidelines Develop and oversee programmes and projects to satisfy the Management Information Systems needs of staff and clients Contribute to the design and development of management information systems Oversee projects and programmes to satisfy the Administrative Services needs of staff, tenants and clients Oversee the operations of the Procurement Unit to ensure adherence to the Government Procurement procedures Ensure the development and updating of corporate policies relevant to the Division Develop programmes an initiatives to enhance the efficiency of the Division Undertake human resource management activities in relation to direct reports, including but not limited to interviewing and selection, performance management and evaluation, training, coaching, disciplining and approval of leave for in accordance with Agency policies and procedures Liaise with key staff to ensure internal controls and procedures are implemented and are adequate Participate in discussions at the Executive level that inform corporate decisions Assist in the preparation of the Agency’s corporate plan and budget Assist in the preparation of related Board reports and submissions Prepare monthly status report as required for submission to Board, President and other stakeholders Represent JAMPRO at national and international forums Perform other related functions as assigned by the President Qualifications, Experience and Key Competencies ACCA/ CPA Qualification Post-graduate degree/training in management or related area Experience in Government Procurement and Budgeting would be an asset Fifteen (15) years’ experience with at least five (5) in a senior management position Excellent knowledge of financial and accounting principles and practices Excellent time management skills Excellent communication skills Excellent interpersonal skills Good analytical and problem-solving skills Working knowledge of Management Information Systems and tools Working Knowledge of the principles and practices of Human Resources Auditing and investigative skills Leadership and teambuilding skills Qualified applicants are invited to submit letter and résumé by December 31, 2025 addressed to: Manager, Human ResourcesJAMPRO Email:  vacancies@dobusinessjamaica.com
